Such vehicles and vessels provide a breeding place and a refuge for vermin of all types. \"Mechanically or physically incapable of being operated\" shall mean, but not be limited to, the removal of lights, fenders, windows, doors or major parts, including bodies, engines, transmissions, drives, out-boards, steering components, frames and rear ends. \n(b) Any vehicle or vessel that is not currently tagged, licensed or registered in accordance with Title 47 O.S. shall be located off of the public right-of-way. Vehicles or vessels which cannot be lawfully operated by virtue of the lack of licensing, but which are nonetheless located on the public right-of-way, unreasonably interfere with the use of public right-of-way for vehicular or pedestrian traffic by physically reducing the space available to lawful traffic and interfering with the vision which the public needs to protect themselves from the hazards associated with travel.\n(c) Any vehicle or vessel described under subsections (a) or (b) of this section, or any major components of such vehicle or vessel, located contrary to the above on any public or private property for a period exceeding 24 hours, is hereby expressly declared to be a nuisance and to be detrimental to the health, safety and welfare of the inhabitants of this city.\n(d) Any vehicle, vessel, commercial truck or trailer which is (1) parked on the commercial lot of any business that has ceased to conduct business on that property, and (2) without the written permission of the property owner.","flag_order":1,"flag_internal":0,"code_reference":"Chapter 94, Section 401"}],"new_max_response_value":"1","new_max_response_period":"days","updated_max_response_value":"1","updated_max_response_period":"days","estimate_complete_value":"3","estimate_complete_period":"days","flag_escalation_notice_new_request":"0","flag_escalation_notice_update_request":"0","flag_escalation_notice_completion_time":"0","knowledges":[]}
